NIRF India Rankings 2025 Released


The National Institutional Ranking Framework (NIRF) 2025, released by the Ministry of Education, has once again highlighted the best higher educational institutions in India. These rankings help students, teachers, and parents understand the performance of universities and colleges across different fields.

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). नमस्कार,

आज मैं एक ऐसे महान व्यक्ति के बारे में आप सभी के समक्ष कुछ शब्द रखने जा रहा हूँ, जिन्होंने भारत ही नहीं, बल्कि पूरे विश्व में पुस्तकालय विज्ञान (Library Science) को एक नई पहचान दी — वे हैं डॉ. एस. आर. रंगनाथन, जिन्हें हम “भारतीय पुस्तकालय विज्ञान के जनक” के रूप में जानते हैं।.


परिचय और प्रारंभिक जीवन

डॉ. श्रीनिवास रामानुजन रंगनाथन का जन्म 9 अगस्त 1892 को तमिलनाडु के शियाल नगर में हुआ था। वे एक तमिल ब्राह्मण परिवार से थे और बचपन से ही अत्यंत प्रतिभाशाली थे। उन्होंने गणित विषय में स्नातक और फिर स्नातकोत्तर की पढ़ाई की। पहले वे एक कॉलेज में गणित के प्रोफेसर थे, लेकिन भाग्य ने उनके लिए कुछ और ही तय किया था।


🔷 पुस्तकालय विज्ञान में प्रवेश

साल 1924 में उन्हें मद्रास विश्वविद्यालय पुस्तकालय का पुस्तकालयाध्यक्ष नियुक्त किया गया। यहीं से उनकी यात्रा शुरू हुई — एक गणितज्ञ से एक महान पुस्तकालय वैज्ञानिक बनने की।


उन्हें पुस्तकालय विज्ञान का औपचारिक प्रशिक्षण लंदन जाकर प्राप्त करने का अवसर मिला। वहाँ उन्होंने देखा कि कैसे पुस्तकालयों का बेहतर संचालन हो सकता है। भारत लौटने के बाद उन्होंने अपने ज्ञान और अनुभव का उपयोग करते हुए भारतीय पुस्तकालयों को नई दिशा दी।


🔶 डॉ. रंगनाथन के पांच सिद्धांत (Five Laws of Library Science)

डॉ. रंगनाथन का सबसे प्रसिद्ध योगदान है पुस्तकालय विज्ञान के पांच नियम, जिन्हें उन्होंने 1931 में प्रस्तुत किया:


1️⃣ पुस्तकें पाठकों के लिए हैं।

2️⃣ प्रत्येक पाठक के लिए उसकी पुस्तक।

3️⃣ प्रत्येक पुस्तक के लिए उसका पाठक।

4️⃣ पुस्तक का अधिकतम उपयोग करें।

5️⃣ पुस्तकालय एक जीवित प्राणी है।


इन सिद्धांतों का अर्थ यह है कि पुस्तकालय केवल पुस्तकों का भंडार नहीं है, बल्कि एक जीवंत संस्था है जो समाज को ज्ञान देने का कार्य करती है।


🔷 कोलन वर्गीकरण प्रणाली (Colon Classification)

डॉ. रंगनाथन ने 1933 में “कोलन क्लासिफिकेशन” नामक पुस्तक वर्गीकरण प्रणाली विकसित की। यह प्रणाली विषयों को एक वैज्ञानिक और तार्किक ढंग से वर्गीकृत करती है। आज भी यह प्रणाली विश्व के कई पुस्तकालयों में उपयोग की जाती है।


🔶 पुस्तकालय शिक्षा की नींव

उन्होंने भारत में पुस्तकालय विज्ञान की शिक्षा व्यवस्था की नींव रखी। उन्होंने लाइब्रेरी साइंस को केवल एक नौकरी न मानकर, इसे एक व्यवस्थित और विद्वतापूर्ण अनुशासन के रूप में विकसित किया।


वे भारतीय पुस्तकालय संघ (ILA) से भी जुड़े और उन्होंने लाइब्रेरी साइंस को स्कूल, कॉलेज और विश्वविद्यालय स्तर पर शामिल करने में अहम भूमिका निभाई।


🔷 सम्मान और पुरस्कार

उनके योगदान को देखते हुए उन्हें 1957 में ‘पद्मश्री’ से सम्मानित किया गया। भारत सरकार ने उनके कार्यों को अमूल्य माना और उन्हें देश का गौरव बताया।


आज भी उनके सम्मान में हर वर्ष 9 अगस्त को ‘राष्ट्रीय पुस्तकालयाध्यक्ष दिवस’ मनाया जाता है।

इन पुस्तकों ने ना केवल भारत, बल्कि विदेशों में भी पुस्तकालय विज्ञान को एक नई दिशा दी।


🔷 निधन और विरासत

27 सितंबर 1972 को डॉ. रंगनाथन का निधन हुआ। परंतु उनके विचार, उनके सिद्धांत, और उनका योगदान आज भी जीवित है। उनकी सोच ने लाखों पुस्तकालयों और करोड़ों पाठकों को प्रभावित किया।


🔶 निष्कर्ष

साथियों, डॉ. एस. आर. रंगनाथन का जीवन हमें यह सिखाता है कि ज्ञान का सबसे बड़ा मंदिर पुस्तकालय होता है, और पुस्तकालय को श्रेष्ठ बनाने वाला सबसे बड़ा व्यक्ति उसका एक समर्पित पुस्तकालयाध्यक्ष।


उनकी दृष्टि थी — “पुस्तकें तभी सार्थक होती हैं जब वे पाठकों तक पहुँचें।”

आज जब हम इंटरनेट और डिजिटल युग में जी रहे हैं, तब भी उनके सिद्धांत उतने ही प्रासंगिक हैं जितने तब थे।


आइए, इस राष्ट्रीय पुस्तकालयाध्यक्ष दिवस पर हम यह संकल्प लें कि हम पुस्तकों को पढ़ने, साझा करने और संरक्षित करने की परंपरा को आगे बढ़ाएँगे।

                   Education is perhaps the most important basic needs of modern society as it helps to mould a well informed, knowledgeable & responsible citizen who will able to contribute to the progress & achievement. It is possible if we understand the importance of books & the habit of reading since the formative period of child hood.

                  Reading has at all times and in all ages been a source of knowledge, of happiness, of pleasure and even moral courage. In today's world with so much more to know and to learn and also the need for a conscious effort to conquer the divisive forces, the importance of reading has increased. Here we can states the two types of reading, one is serious reading and another is reading for pleasure. The serious reading undertaken for research and for satisfying one's longing for knowledge. It may be a subject of scientific significance, or a subject of historic or philosophic importance - varying according to the taste of the person. This kind of reading disciplines the mind and trains one for critical and original thinking. There is yet another kind of reading -reading for pleasure. Though serious reading is also a source of pleasure, reading which is devoted mainly to it differs in one respect. It grows upon one, it gives before demanding and it soothes and relieves tension and loneliness. The only kind of reading which neither stimulates thought nor provides knowledge is one which is approached negatively, with the simple motive of escape and of "killing" time. A person who is widely read is able to mix with others: he is a better conversationalist than those who do not read. He can stand his ground. Reading broadens the vision. it is in a way a substitute for travel. It is not possible to travel as much as one would like to and reading can fill in the gap created by the lack of travel. "Reading", as Bacon wrote in his essay. 'Of Studies'. "Reading make a full man: conference a ready man: and writing an exact man". Thus a widely-read man is a better conversationalist and is able to see the other point of view.

                       The Psychology of the Reading Process

                    From the psychological perspective, habit is defined as an acquired pattern of behaviour that often occurs automatically. It is also described as an act done repeatedly, some time unconsciously, some time for leisure (such as hobby). Reading habit doesn’t evolve overnight, but it is a long process having its roots in Curiosity.

                    There are so many theories which reflect idea of reading process. One of the famous theories is bibiopsychology, developed by Nicholas Rubakin, who was a Russian exile living in Switzerland. This theory provide a new model of reading, focusing on the inner processes and regarding the text as a stimulus, that calls out the reading experience, rather than encoded massage decoded by the reader. From this we can imagine the text as offering greater or lesser scope for reader’s creative participation. The reaction of different readers to the same text can also be graded according to the degree of their creative participation. We can presume that combining the two potentials, the potential for a reader's participation inherent in the text on the one hand, and the reader's own potential for involvement on the other produces a unique reading experience.

 Demotivating factors for the promotion of Reading Habits

 There are many factors that hinder the promotion of reading habit. The crucial obstacles for the promotion of reading habit particularly in the context of Indian libraries are:

      Ø Socio cultural Factor

Ø Lure of electronic media like mobile

Ø Insufficient number & varieties of books

Ø Lack of Motivation since childhood

Ø Lack of budget;

                 

                    In spite of the above, interest of the students is the first and foremost factors which awake the curiosity and then the student involve in the process of reading and finally develop a reading habit. Thus We need to start more often to find out what their interests really are, finding great information books that will support and nurture those interests, and give them chances to explore information and read the  books in their interest area. Understanding the interest of the children or student is not so much difficult task. Make a simple interest inventory and give it to them at the start of the school year. Pay attention to what sport is in season and highlight books in that area. Months before the science fair starts, get out lots of science books and have students explore topics of interests to them. It builds background knowledge and enthusiasm for reading science. If children enjoy any festival or come across any event or situation, give them related books to explore knowledge. Magazines are one of the favorite types of reading materials. Facilitate the children to read the different types of magazine. Likewise there are many way to habituate with reading.

 Conclusion

              

Developing the reading habit should go beyond mere pep talk. It is important to encourage the reading habit so that people grow mentally and fulfill their potential at every level. Reading helps to gain knowledge about the world, it opens eye to different perspectives and relaxes our mind ,body and soul. Reading books not only improves a person’s knowledge and wisdom but it gives a sense of pleasure. That is why Sir Richard Steel has rightly said “Reading is to the mind what exercise is to the body”.  So on the occasion of National Reading Day may I request you all to take a vow to read.
